(NP,C INSPECTION REPORT N05. 50-338/90-22 AND 50-339/90-22)

The NRC Systematic Assessment of Licensee Performance (SALP) has been completed

for your North Anna facility.

The facility was evaluated for the period

June 1,1989, through August 31, 1990.

The results of the evaluation are

documented in the enclosed Initial SALP Report.

This report will be discussed

with you at a public meeting te be held at the North Anna facility on

November 7, 1990, at 9:00 a.m.

North Anna's performance was evaluated in the functional areas of Plant

Operations.

Radiological

Controls, Maintenance / Surveillance,

Emergency

Preparedness,

Security,

Engineering / Technical

Support

and

Safety

Assessment / Quality Verification.

Overall, performance at your North Anna facility improved shnificantly during

this assessment period.

The Plant Operations area was cha'icterized by good

judgement and conservatism in operating the plant.

Emercan:y Preparedness

performance increased as a result of management involvemat and attention to

detail.

The Safety Assessment / Quality Verification area wis significantly

enhanced due to effective self-assessments, a strong root cause program and a

low threshold for identification of conditions adverse to quality.

Engineering /

Technical Support contributed to the station', superior performance via

pro-active corporate engi. leering and impleme m tion of an on-site s,

engineering group.

Although performance in the other functional areas was rated as good, addi-

tional . efforts are recommended to increase performance in these areas.

Ir the

Radiological Controls area, it is recognized that several dose reduction

measures were implemented but the dose savings were offset by outage activities.

Any comments you- have concerning this evaluation should be submitted to this

office within 30 days following the date of our meeting.

Your comments will be

considered in the development of the Final SALP Report and will be issued,

along with a suninary of our meeting, as an appendix to the Final SALP Report.
