Dear Ms. Shelton:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 REQUEST FOR EXCEPTION TO 10 CFR 50.4. WRITTEN COMMUNICATIONS in accordance with 10 CFR 50.71(e), Virginia Electric and Power Company (Virginia Power) periodically submits revisions of the Updated Final Safety Analysis Reports (UFSARs) for Surry and North Anna Power Stations. As directed by 10 CFR 50.4(b)(6),

past updates have been submitted as follows: the signed original and 10 copies to the Nuclear Regulatory Commission, Document Control Desk, Washington, DC 20555; one copy to the NRC Region ll Office; and one copy to the NRC Resident Inspector assigned to the respective facility. Furthermore, the copies in UFSAR update submittals have been reproduced in permanent form on unglazed paper in compliance with 10 CFR 50.4(c).

Pursuant to 10 CFR 50.4(c), Virginia Power requests an exception to the 10 CFR 50.4 requirement to provide a total of twelve paper copies when submitting 9urry and North Anna UFSAR updates. Altomatively, we seek approval to submit only the signed paper 3

original and one CD-ROM version of the document. Our request is based on conversations with Mr. John Skoczlas of the NRC and on information presented by the NRC staff at the Nuclear Energy Institute's licensing workshop held in Philadelphia on June 3-4,1999.

Each CD-ROM will include the entire UFSAR in portable document format (PDF),

installation software that consists of Adobe Acrobat Reader (to access the PDF files), and an ASCll text README file that provides installation information. PDF files on the CD-ROM will be optimized to support intemet/intranet byteserving without further processing.

UFSAR files on the CD-ROM will not contain any material that is subject to Virginia Power copyright restrictions or information that is exempt from public disclosure. Adobe Acrobat Reader software includes an electronic end-user license agreement that allows unlimited Eu /;

reproduction and distribution of copies to other persons or entities provided the license a'greement,. copyright notices, and other proprietary notices appearing on or in the software are included with each copy.

The next submittal of a revisica to the Surry and North Anna UFSARs is currently scheduled for mid-September 1999. To minimize our submittals in paper form, Virginia Power requests approval of this exception by the first of September,1999.
