NORTH ANNA POWER STATION, UNIT 1 - ASME SECTION Xl INSERVICE lNSPECTION (ISI) PROGRAM - REQUEST OF A DELAY IN SUBMITTING CLASS 1 PIPING ISI PROGRAM -(TAC NO. MA4513)

Dear ME. O'Hanlon:

By your letter dated December 22,1998, you submitted a request to delay submitting the North

Anna Power Station (NAPS) Unit 1 Class 1 piping ISI program (NDE, Categories B-F and B-J) for the third inspection interval until April 30,2001, to permit development of a Risk Informed ISI (RI ISI) program for Class 1 piping. You stated that time constraints will not permit you to develop an RI ISI program for NAPS Unit 1 without a schedule delay for implementing a revised ISI program. As such, the limited time to develop an ISI program places an unnecessary hardship on the plant without a compensating increase in safety, as it would require development and implementation of a 1989 ASME Code ISI program for compliance.

The staff finds the alternative stated to be acceptable and the request to be reasonable. The staff finds alternatives are authorized pursuant to 10 CFR 50.55a(a)(3(ii) because compliance with the requirements would result in hardship or unusual difficulty without a compensatirg increase in the level of quality and safety. The staffs evaluation and conclusions are contained in the Enclosure.

The' staff has completed its evaluation of the relief request; therefore, we are closing out
