AGAINST DYNAMIC EFFECTS ASSOCIATED WITH A LOSS-OF-COOLANT l

ACCIDENT (TAC NOS. MA2301 AND MA2302)

Dear Mr. O'Hanlon:

1 The purpose of this letter is to approve your request to remove the augmented inservice inspection (All) program for reactor coolant system (RCS) bypass lines from the North Anna licensing basis. Also, removal of the All program for pressurizer spray lines from the licensing basis is approved for Unit 2, and your proposed modification of the All program for pressurizer l

spray lines for Unit 1 is approved.

1 By letter dated June 23,1998, and supplemented July 9,1999, you requested NRC review and approval of your proposal to eliminate the All program for RCS bypass lines from the licensing l

basis of North Anna, Units 1 and 2. You also requested approval to modify the All program for pressurizer spray lines at Unit 1 and eliminate the All program for pressurizer spray lines at Unit 2.

Your proposal regarding RCS bypass lines requested NRC review and approval of your leak-before-break (LBB) evaluation..Your submittal was made in accordance with a provision of Title 10 of the Code of Federal Reaulations (10 CFR) Part 50, Appendix A, GDC 4, which permits licensees to exclude from the licensing basis the dynamic effects associated with postulated pipe ruptures if " analyses reviewed and approved by the Commission demonstrate that the probability of fluid system piping rupture is extremely low under conditions consistent with the design basis for the piping." LBB evaluations using the guidance of NUREG 1061, Volume 3, and Draft Standard Review Plan Section 3.6.3 have been previously approved by the

staff as a method for making such a demonstration. We have completed our review of your proposal and agree with your conclusion that LBB behavior has been demonstrated for the RCS bypass lines. Therefore, you may remove from the licensing basis of North Anna, Units 1 f

, and 2, consideration of the dynamic effects associated with the postulated rupture of the RCS bypass lines.- Consequently, the All program for these lines may be eliminated.

For the pressurizer spray lines, the staff has reviewed your calculations of stress intensity o}

ranges and cumulative usage factors at North Anna Unit 1 and finds them to be acceptable;

' therefore, the proposed reduction from 16 to 4 locations on the Unit 1 line subject to All is acceptable. The proposed elimination of the All program for the pressurizer spray l!ne at Un 2 is acceptable because there are preventive measures in place to mitigate any potential pipe breaks in this line.
