Dear Mr. Pandey:

As recently discussed in our telephone conversation, the service water system piping has experienced microbiologically-influenced corrosion and manganese pitting. Additionally, the concentrations of chlorides and manganese in the service water reservoir have increased over the years due to evaporative losses.

In order to control the concentrations and improve the water quality of the reservoir, we are seeking permission to routinely discharge from the service water reservoir to the waste heat treatment facility under our existing VPDES pennit through outfalls 108 and 103.

Our cunent VPDES permit provides for a discharge from the service water reservoir through outfall 108 (Service Water Overflow). This discharge was characterized in our most recent permit application as being either a reservoir overflow or the lake-to-lake mode of operation.

Outfall 108 flows to the circulating water tunnel that discharges to the waste heat treatment facility. The circulating water 'unnel flow is approximately one million gallons per minute per unit.

Additionally, our permit provides for a discharge from the clarifier through outfall gQ 103. The flow schematic included with our permit application shows the clarifier i V receiving flow from the service water reservoir. The clarifier also discharges to the circulating water tunnel.

Due to the high priority being placed on this project, discharges from the service water reservoir are scheduled to commence on September 7,1999.
