Dear Sir:

I am formally requesting a regrading of my written exam taken on April 8,1999. I am requesting this regrade based on the following reasons.

The answer given for question 18 (see enclosure) is based on training on the simulator. Our simulator is designed to mirror North Anna Unit 1. Many ofour technical questions whether JPM based, EOP driven or syst.sn related have been tested on and/or referenced to the simulator. For the purpose of training and testing the simulator is Unit 1. When a question begins," Unit 1 is at :100 percent power when.. " our

. answer as candidates has come from our experience on the simulator and knowledge gained from plant systems. No question ever begins, "On the simulator..." This response is ingrained and expected ofus.

The answer "c" is correct when based on the 225 steps (fully withdrawn) of the simulator. Upon which, as I have mentioned, we are trained to refer to as Unit 1. I do not feel the question was designed to test the candidate's knowledge of simulator / plant fidelity issues but, rather when given a temperature deviation and i

using knowledge the rod programming circuitry, could the candidate successfully comrute rod speed and ~

thus time to the all-out-position. There was no confusion, the same 225 step bank position was used that has accurately answered all other questions during the course of License Class. This included start up certification and final examinations. The variation to this question was that the time was to be given in seconds vice in the normal manner in which we are used to thinking which is minutes.

Again I can not make my point too strongly, the simulator is Unit 1. That is the simulation. To say that for on part of the training or examination it is Unit I and later it is not is unjust.

I respectfully request that answer "c" for question 18 be reconsidered as correct or that the question bc deleted.
