- This refers to your May 8,1998 letter concerning your inspection report review, and the three clarifications regarding the inspection report's discussions of security at the Independent Spent Fuel Storage Installation

Chapter 8 of the Physical. Security Plan (PSP).

i We concur with your first clarification.

Though the PSP commits to only two Security Barriers, three fences / barriers were installed at the time of the inspection'. The second barrier as committed to in the PSP. the approved storage casks, was not observable because no storage casks were onsite.

l We concur with your second clarification, in that the PSP does not commit to a-vehicle barrier system.

However, during the inspections, the inspector

u observed three vehicle barrier gates. Other licensees in their vehicle

!

- barrier-systems have commonly used the first gate as a vehicle gate / barrier.

i and the other two were chain link gates.

In addition, rock rip-rap extended

from each side of the first vehicle barrier. The security personnel present-indicated that the rip-rap was placed to prevent vehicles from bypassing the L

first vehicle barrier.

The inspector revisited the ISFSI during the June 1-10. 1998 Safeguards Inspection.

Paragraph S2 of NRC Integrated Inspection Report Nos.

50-338/98-04 and 50-339/98-04 to be issued in August 1998. updates the inspector's observations and resolves your first two issues.

If the ISFSI is operational during the next Safeguards Inspection. the inspector wi11 evaluate the ISFSI according to the commitments of the PSP and regulatory requirements.
