The -NRC Systematic Assessment of Licensee Performance (SALP) has been

completed for your Not th Anna. futility.

The facility was evaluated' for the

period May 1,1988 through May 31, 1989.

The results of the evaluation are

documented in the enclosed Interim SALP Report. This report till be discussed

with you at a public' meeting to be held at the North Anna facility on

-August 24, 1989, at 10:00 a.m.

The performance of your North Anna facility was evaluated in the functional

areasf of Plant Operations, Radiological Controls, Maintenance / Surveillance.

. Emergency Preparedness, Security, Engineering / Technical Support, and Safety

Assessment / Quality. Verification.

Overall performance of your North Anna facility was satisfactory during this

f

assessment period. A.lthough the fune.tional areas evaluated during this assess-

ment period are .not identical to those in 'the previous - period, a close

correlation can be made concerning changes in performance.

Consequently,

based on. the correlation with the previous functional areas, no area was

identified as having degraded significantly in performance during the assessment

period. :The plant operations area, combined with the fire protection activity,

showed improvement in performance during this period.

With Lrespect to plant operations, the substantial trip reduction and the

~

l

corrective action programs initiated by station management contributed

significantly to the performance improvement in this area. Even with this high

level of performance, several instances of operator inattention to detail

continued to occur.which require your attention.

.Several weaknesses crossed functional areas and thus affected performance in

l.~

multiple ' activities.

Instances of inadequate implementation of the root cause

analysis program affected the safety assessment activity and the maintenance

l~

and engineering functions.

Also, a lack of followup on concerns identified by

the NRC during various inspections in this and previous assessment periods

I

impacted security, emergency preparedness, maintenance and, to a lesser extent,

the other functional areas.

Procedure inadequacy also appeared to be a problem

in several areas, but most noticeably in maintenance and engineering.

Based on several meetings with you toward the end of the assessment' period, we

recognize your intent to. improve your performance in several of the functional

areas.

These initiatives, such as the 'self assessment, startup assessment,

coaching, self verification, and procedure upgrade programs, have the potential

to improve.the overall performance of your North Anna facility if effectively

implemented.

Any comments you have concerning our evaluation of the performance of your

North Anna . facility should be submitted to this office within 30 days

following the date of our meeting.

These comments will be considered in

. development of the Final SALP Report.

Your comments and a summary of our

meeting will be issued as an appendix to the Final SALP Report.
