NORTH ANNA POWER STATION, UNIT 1 AND UNIT 2 - ASME SECTION XI RELIEF REQUESTS -IWE2, IWE4 THROUGH IWE6 AND IWL2 (TAC NOS, MA2476 AND MA2477) 1

Dear Mr. O'Hanlon:

By your letter dated August 4,1998, you submitted requests for relief from certain requirements of Subsections IWE and IWL of the 1992 Addenda of ASME Section XI. lWE2 requested relief from performing the Code-required visual examination, VT-3, on metal containment seals and gaskets of Class MC pressure-retaining components. lWE4 requested relief from the requirements of Paragraphs IWE-2420(b) and IWE-2420(c) to perform successive examination of repairs. lWE5 requested relief from ASME Section XI,1992 Edition with the 1992 Addenda, Table IWE-2500-1, Examination Category E-G, Pressure Retaining Bolting, Item 8.20. IWE6 requested relief from using one-foot square grids for augmented examination areas and the requirement to determine the minimum wall thickness within each grid. iWL2 requested relief J

from the provisions of Table IWA-2210-1 for components subject to examination in accordance with Subsection IWL of the 1992 Edition,1992 Addenda of ASME Section XI. Relief requests IWE2, IWE4 through IWE6 and IWL2 are applicable to Unit 1 and Unit 2. Relief request IWE3 for Unit 1, which was included in your letter dated August 8,1998, was withdrawn by your letter dated April 5,1999. The conclusions and recommendations from Idaho National Engineering and Environmental Laboratory, which assisted the staff in preparing the safety evaluation, includes the evaluation of IWE3, but the NRC staff safety evaluation does not include IWE3 evaluation since the request was subsequently withdrawn.

The staff finds the alternative stated for each relief request to be acceptable. The proposed alternatives for IWE2, IWE4, IWE6 and IWL2 are authorized pursuant to 10 CFR 50.55a(a)(3(ii) because compliance with the requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. The proposed alternative for IWE5 is authorized pursuant to 10 CFR 50.55a(a)(3(i) since it provides an acceptable level of quality and safety. The granting of the reliefs is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest giving due consideration to if /

the burden upon Virginia Electric and Power Company that could result if the requirements were f
