Special Report on Inoperability of Fire Barriers Gentlemen:

The Omaha Public Power District, holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No.1 Technical Specification 2.19, " Fire Protection System," and Technical Specification 5.9.3, "Special Reports."

Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be functional (intact). When a penetration fire barrier is non-functional, within one hour OPPD must either establish a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol. Restoration of the nonfunctional penetration to functional status must be completed within seven days, or OPPD rrust prepare and submit a report to the Nuclear Regulatory Commission within an additional 30 days.

On May 14, 1987, fire barrier penetration seal 81-W-5 was discovered to be inoperable during a routine Q.A. surveillance. This rendered the fire barrier, which separates Fire Areas 29 and 43, inoperable. Within one hour of discovery, fire detector operability was verified and an hourly firewatch patrol was initiated. Maintenance Order No. 872884 was written to repair the penetration seal. On June 17, 1987, the penetration seal was repaired and the fire barrier declared operable. The fire watch patrol was then terminated.

No follow-up action is required since the fire barrier has been restored. This special report is being issued within the 30-day limit specified in Technical Specification 2.19(7).
