Special Report on Inoperability of Fire Barriers The Omaha Public Power District, holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No. 1 Technical Specification 2.19, " Fire Protection System".

Fort Calhoun Station Unit No.1 Technical Specification Section 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be functional (intact). When a penetration fire barrier is non-functional, within one hour, either establish a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol. Restoration of the nonfunctional penetration to functional status must be completed within seven days, or OPPD must prepare and submit a report to the Nuclear Regulatory Commission within an additional 30 days.

Accordingly, this report is being submitted pursuant to Technical Specification 5.9.3.

On March 24, 1987, fire barrier penetration seal 27-E-25 in the fire barrier separating fire areas 20 and 27 was rendered inoperable to facilitate work under Maintenance Order 871282. An hourly firewatch patrol was posted within one hour af ter verifying detector operability. The fire barrier was inoperable in excess of seven days; however, Fort Calhoun Station Plant Engineering was j not informed of this in accordance with plant administrative controls until May l 20, 1987. The penetration seal was restored on June 6,1987, and the firewatch I was terminated. l l
