Dear Mr. Martin:

As a result of the July 1984 NDE Van Inspection, 50-352/84-29, NRC Region I concluded that until such time as a component or piping assembly is Code Symbol Stamped indications detected during ASME Section XI preservice nondestructive examinations must be dispositioned in accordance with the acceptance standards of the applicable Construction Code in addition to those of Section XI.

Our experience since the NDE Van Inspection has shown that Construction Code and Section XI acceptance standards can be used together effectively for surface examinations but not for volumetric examinations due to the differences in the required method of examination.

We have subsequently made inquiries of the ASME Boiler and Pressure Vessel Committee (Nuclear Codes and Standards) regarding this issue.

The ASME responses are enclosed as requested by your staff. These interpretations clarify that Construction Code acceptance standards are not required for Section XI preservice ultrasonic examinations performed prior to Code Symbol Stamping provided that the ultrasonic examinations are performed after acceptable Construction Code radiography has been performed.

T In a telephone conference between NRC NRR, NRC Region I and ourselves on 11/6/86, we discussed the ASME responses, Enclosures 1 and 2, and our position on this issue. The following summarizes the conclusions reached during the 11/6/86 telephone conference. It is understood that the NRC Staff concurs with the ASME responses provided that:

1. The required construction nondestructive examinations have been performed and the applicable acceptance standards have been met.
2. The maximum allowable size of a suspected flaw is determined using the ASME Section XI preservice acceptance standards.
3. The acceptance of a preservice indication by fracture mechanics analysis and/or modification of the ASME Section XI preservice acceptance standards is not permitted.

Subsequent to the 11/6/86 telephone conference we received an unsolicited additional ASME response, Enclosure 3. This response modifies the original response from the ASME Section III committee by eliminating query #2. We believe this change has no bearing on the conclusions reached during the 11/6/86 telephone conference as this particular question is not germane to the issue.
