This letter is being submitted in response to a request-i for~ additional information concerning-our May 16, 1990. letter, requesting an exemption from holding a full participation ensite/offsite emergency exercise.for Limerick Gen'erating Station (LGS), Units 1 and 2, during 1999.
On July 20, 1990, the NRC requested that we provide additional information to clarify the following issues.regarding this exemption request.

l Response to Questlon 1 As a result. of our last full. participation onsite/offsite emergency exercise at LGS on April 5, 1988, FEMA determined that I
a deficiency existed in that the overall response capability demonstrated by Lower Pettsgrove Township (Montgomery County)-was not adequate to provide reasonable assurance that appropriate measures could be'taken to protect the health and safety of the residents in Lower Pottsgrove Township.
FEMA made this o
determination based on an evaluation that the Lower Pottsgrove Township Emergency Operations Center staffing did not' meet i
emergency plan commitments.
Although compensating' actions;were I
taken to ensure the protection of the public by Montgomery County, 44 CFR 350 requires that all municipalities participate fully.
This deficiency was identified to PEMA as part of the Final Exercise Report issued by FEMA on' December 2, 1988.
FEMA policy is such that one deficiency automatically results in an overall finding that offsite preparedness is not adequate to provide reasonable assurance that appropriate measures can be taken offsite'to protect the health and safety of the public in the event of an accident.
On June 14, 1989, a remedial exercise was held in conjunction with Lower Pottsgrove Township.
This exercise resolved the deficiency identified by FEMA during the.1988 emergency exercise.
As a result,. FEMA concluded that the-state of offsite preparedness at LGS is adequate to provide reasonable assurance that appropriate-measures can be taken to-protect the_
health and safety of the public.

Response to Question 2 l
The July 18, 1990 conference call, between PECo, PEMA,.and FEMA Region III addressed concerns with respect to offsite energency response issues relating to our May 16, 1990 exemption request.
PECo and PEMA presented a proposal to FEMA specifying that Pennsylvania Power and Light's Susquehanna Steam Electric Station would reschedule their full participation emergency exercise from February 1991, to mid-October 1990 to support our request; thereby, allowing PECo to reschedule the LGS exercise from September 1990, to February 1991.
FEMA was also informed l
that Virginia Power Company's Surry Power Station and the Commonwealth of Virginia desired to reschedule the Surry full participation emergency exercise from late September to late August 1990.
These changes would accommodate *CMA Region III by allowing adequate intervals between exercises.

A letter from the Director of PEMA was submitted to FEMA Region III on July 20, 1990, as requested.
Conversations with the NRC-Region I and FEMA Region III on July'20, 1990, confirm that FEMA supports a February 1991 LGS
'ull participation onsite/offsite emergency exercise, along with tae revised 1991 emergency exercise schedule discussed during the July 18, 1990 conference call.

This is a follow-up to our teleconference on July. 18.-1990 with' representatives from Philadelphia Electric Company which. eddressed your-
- concerns related to movirs the Limerick biennial exercise from geptember.
1990 to Februarj' 1991 and the Susquehanna exercise from February 1991 to October 1991.
PEHA, Philadelphia Electric Company (PECo) and Pennsylvania Power and Light Company (PP&L) are in agreement on adjustment of the exercise schedule as mentioned above.. The attached letter from PEco substantiates q
this and outlines their agreement with the Commonwealth of. Virginia and Virginia Power Company for resolving a tertiary impact of rescheduling the Surry power plant exercise for late August 1991. The overall schedule-for 1991 would be as stated in the PEco letter.- Further, s. survey of the affected Pennsylvania counties indicates their acceptance of the above change to include the-resulting exerciso schedule through 1993.
