Subject: Inspection No. 50-354/86-52

This refers to the operational team inspection, led by Mr. L. Norrholm of this

office, on October 20-31, 1986, at Hope Creek Generating Station, of activities

authorized by NRC License No. NPF-57 and to the discussion of our findings held

by Mr. Norrholm with you and members of your staff at the conclusion of the

inspection.

Areas examined during this inspection are described in the NRC Region I In-

spection Report which is enclosed with this letter.

The purpose of this inspection was to assess the facility's operational effec-

tiveness, as it progresses from the startup test phase to normal operations, in

relation to operational, maintenance, surveillance, quality assurance, safety

review, and management activities. This was accomplished by reviewing adminis-

trative programs and procedures, interviewing personnel, touring the facility,

and observing on going activities.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. This violation has been

categorized by Severity Level in accordance with the General Statement of

Policy and Procedure for NRC Enforcement Actions, 10 CFR part 2, Appendix C

(Enforcement Policy 1986). You are required to respond to this letter and in

preparing your response, you should follow the instructions in Appendix A.

In addition, several areas have been characterized as program strengths or weak-

nesses and are discussed in detail in the enclosed report. In particular, four

issues raised during the inspection warrant continued management attention.

These issues are: reduction in the number of alarming overhead annunciators in

the control room, continued maintenance of control room records and logs to

accurately reflect plant equipment conditions, continued improvement in opera-

tor accessibility to plant areas, and, continued upgrade in the quality and

completeness of safety evaluations. Additional details are provided in the

Inspection Summary of the attached report. We request that you address these

concerns with respect to their potential impact on plant operations and

respond within thirty (30) days of receipt of this letter, stating actions

taken or planned. This submittal is not subject to the clearance procedures of

the Office of Management and Budget as required by the Paperwork Reduction Act

of 1980, PL 96-511.

In summary, we have concluded that adequate comprehensive management controls

have been established and implemented to support full power operation.
