A. TITLE - Alternate Boron Injection B. ENTRY CONDITION

1. Boron injection is required AND the SLC system is NOT available.
2. The SLC tank is empty and CANNOT be refilled AND further boron injection is required.

C. OPERATOR ACTIONS

1. INJECT boron with one or more of the following systems. Selection of system (s) used should be based upon system availability and accessibility.
a. RWCU via SLC tank Section'1 on page 4. l
b. RWCU with borax, Section 2 on page 9. l
c. Condensate System, Section 3 on page 14. l i
d. HPCI/RCIC, Section 4 on page 18. l
e. CRD. Section 5 on page 20. I

SECTION 1 - Boron Injection f rom RWCU via the SLC Tank

1. IF reactor vessel level is being maintained below +112 inches OR reactor vessel level was deliberately lowered, THEN BYPASS Group 3 isolation by installing the following jumpers:

a. In Panel H12-P622, between Terminals 52 and 53 on Terminal Board AA.

b. In Panel H12-P623, between Terminals 52 and 53 on Terminal Board AA.

2. RESET Group 3 isolation.
3. PLACE RWCU System in service with return to vessel. (OP-14) i

4. IF RWCU filters are in service, THEN NOTIFY the Control Room to open FILTER BYPASS VLV, G31-F044, as necessary to maintain system flow.

5. PLACE the filter flow controllers for both F/Ds to "MAN" and REDUCE flow to a minimum.
6. DEPRESS the HOLD START push button for both F/Ds.
7. PLACE both F/Ds INFLUENT & EFFLUENT switch to "ISOLATE."
8. CLOSE the following valves:
a. F/D A Effluent Valve, G31-2002-AO-41A
b. F/D B Effluent Valve, G31-2002-AO-41B
9. SELECT one F/D to fill with boron.
10. OPEN or VERIFY OPEN the following valves for the selected F/D:
a. T/D A(B) Drain Valve, G31-2002-AO-33A(B)
b. F/D A(B) Air Inlet / Vent Valve, G31-2002-AO-30A(B)
c. T/D A(B) Dome Drain Valve, G31-2002-AO-29A(B)
d. F/D A(B) Precoat Return Valve, G31-2002-AO-34A(B)
e. Precoat Pump Dischstge Isolation Valve, G31-Z002-15
f. Air Inlet Valve, SA-V395
g. Demineralized Water Supply to RWCU Isolation Valve. DW-V377 3

i. Precoat Pump Seal Water Isolation Valve. DW-376

,_, J. Precoat Pump Suction Isolation Valve, 031-2002-55 CAUTION The backvash receiving tank will overflow at approximately 65%, resulting in high radiation levels around the RBEDT.

11. For the selected F/D, PRESS the BACKWASH START push button and UOLD for 15 seconds Ojt until the red BACKWASH light stays on.
12. OBSERVE the following automatic actions
s. Depressurization of the selected F/D through automatic opening of F/D A(B) Dome Drain Valve, C31-Z002-12A(B).
b. The holding pump continues to run.
c. F/D A(B) A0 Air Inlet Valve, C31-2002-13A(B), opens and liquid is ejected through the F/D A(B) Dome Drain Valve, C31-2002-12A(B).
d. The dome drain closed and the F/D vessel is charged to 90 psig minimum air pressure.
e. Holding pump A(B) stops and F/D A(B) Holding Pump Discharge Valve, C31-2002-14 A(B), closes.
f. The contents of the F/D are rapidly forced to the BVRT by the high differential pressure created when F/D A(B) A0 Drain Valve, C31-Z002-8A(B), opens. This "bumps" the cake off the septums.
13. VMEN the F/D A(B) Precoat Return Valve, 031-Z002-10A(B) closes after completing its first bump, drain, rinse, and refill cycle; THEN PERFORM the following stepet
s. CLOSE Demineralized Water Supply To RWCU Isolation Valve, DW-V377.
b. ALLOW the F/D to advance through the backwash cycle UNTIL the F/D sees into SHUTDOWN.

14 CLOSE the following valvest

s. F/D A(B) Drain Valve, C31-2002-AO-33A(B)
b. T/D A(B) Dome Drain Valve, 031-2002-AO-29A(B)

15. OPEN Precoat Tank Drain Valve To CRW, G31-2002-46.
16. WHEN the RWCU precoat tank is empty, THEN CLOSE C31-2002-46.
17. REMOVE the top hatch from the SLC tank.

NOTE The submersible pump is located in the LEP tool box on Reactor Building 80 foot east. l

18. LOWER a submersible pump into the SLC tank.
19. ROUTE the discharge of the submersible pump to the RWCU precoat tank. ..
20. START the submersible pump.
21. WHEN the RWCU precoat tank fills to the overflow pipe THEN STOP the submersible pump.
22. CLOSE the following valvest
a. REJECT TO COND VLV, G31-T034
b. REJECT TO RADWASTE VLV, C31-P035
23. Manually OPERATE switches to OPEN the following valves:
a. F/D A(B) A0 Done Vent Valve, 031-2002-7A(B).
b. T/D A(B) A0 Precoat Supply Valve, C31-2002-11A(B).

, NOTE The ptacoat pump control switch is spring return to "AUTO." The switch will have to be held in the "RAND" position for the pump to continue running.

24 PLACE the PREC0AT PUMP control switch to "RAND."

25. WHEN the precoat tank lov level annunciator alarms THEN PLACE the YiiEC0AT PUMP control switch to "AUTO."
26. TILL the RWCU precoat tank from the SLC tank by REPEATING Steps 20 thru 25 UNTIL F/D A(B) is full as indicated by RWCU-FS-4869 (RWCU-FS-4871).

27. OPERATE switches to CLOSE the following valves
a. F/D A(B) A0 Precoat Supply Valve, G31-2002-11A(B)
b. F/D A(B) A0 Dome Vent Valve, G31-2002-7A(B)
28. CLOSE the following valves:
a. F/D ALB) Precoat Supply Valve, G31-2002-AO-38A(B)
b. F/D A(B) Air Inlet / Vent Valve C31-2002-AO-30A(B)
c. Precoat Pump Discharge Isolation Valve, G31-2002-15
29. PLACE the F/D A(B) into "HOLD" by performing the following:
a. SET the resin precoat timer to O minutes,
b. DEPRESS the PREC0AT START push button and HOLD for ten seconds OR UNTIL the red PREC0AT light comes on.
c. ALLOW the F/D to advance through the precoat cycle.
30. PLACE F/D A(B) INFLUENT & EFFLUENT switch to "NORMAL.','
31. PRESS the FILTER START push button.
32. VHEN the F/D has pressurized to reactor pressure. THEN OPEN the F/D A(B) Effluent Valve, G31-2002-AO-41A(B).
33. NOTIFY Control Room to throttle FILTER RYPASS VLV G31-F044, as necessary to maintain system flov.
34. ADJUST the manual F/D flow controller to estabitsh 100 gpm flow through the f11ter.
35. MAINTAIN 100 gpm flow through the F/D for 10 minutes.

NOTE The F/D not being used may be backvashed while injecting boron with the in-service F/D.

36. REPEAT Sceps 4 through 35 of this section UNTIL:
a. All control rods are fully inserted, 3
b. E&RC saeples indicate boron concentration in reactor coolant is greater than 600 ppa, ej
c. The SLC tank is empty.

37. IF the SLC tank is empty AND additional boron injection is required, TR2N RETURN to Section C E pare 3 of this procedure. >

9 SECTION 2 - Boron Injection with RWCU System Using Borax

1. IF reactor vessel level is being maintained below +112 inches OR ~

3. PLAUE RWCU System in service with return to vessel. (OP-14)
4. CLOSE the following valves:
a. REJECT TO COND VLV. G31-F034
b. REJECT TO RADWASTE VLV. G31-F035
5. FILL the RWCU precoat tank to 75% vith demineralized water or fire.

NOTE For a water temperature of 80'F. 250 pounds of borax is required for saturation. If water temperature is more than 80*F. more borax is required for saturation. If water temperature is less than 80'F. less borax is required for saturation.

Monitor the tank for undissolved borax to determine when the solution becomes saturated.

Boric acid may be used, in combination with borax, for pH control.

6. START the RWCU precoat tank agitation and ADD borax to the precoat tank UNTIL the solution becomes saturated.
7. IF RWCU filters are in service. THEN NOTIFY the Control Room to open FILTER BYPASS VLV. G31-F044, as necessary, to maintain system flow.
8. PLACE the filter flow controllers for both F/Ds to "MAN" and REDUCE flow to minimum.
9. DEPRESS the HOLD START push button on both F/Ds.
10. PLACE both F/Ds INFLUENT 6 EFFLUENT switch to "ISOLATE."

28. ADJUST the manual F/D flow controller to establish 100 spa flow through the filter.

29. MAINTAIN 100 spa flow through the F/D for ten minutes.

ISOLATE all CDDs.

4 OPEN SJAE Condensate Recirculation Valve, CO-TV-49-1 and CO-TV-49-2, to maintain the condensato pomp discharge pressure between 150 and 190 psig.

5. BYPASS one condensate booster pump as follows:
a. TRIP all condensate booster pumps.
b. REMOVE control power fuses from'the selected pump's 4KV breaker.
c. PLACE the control switch for the selected pump in "AUTO."
d. VERIFY the pump's discharge valve is open and the auxiliary oil pump is running.
6. CLOSE the following valves:
a. STARTUP LEVEL CONTROL VLV, FW-LIC-3269
b. FEEDWATER RECIRC TO CONDENSER VLV, FW-FV-177
c. FW-FV-177 ISOL VLV, FW-V10
7. BYPASS the feedwater heaters and RFPs by OPENING the following j valves:
a. FW HTRS 1 & 2 BYP VLV, COD-V183
b. FW HTR 3A & 3B BYP VLV, COD-V186

b. PLACE the VESSEL SELECTOR switch on the local control panel to the desired vessel.
c. PLACE the COMMON VESSEL CYCLE SELECTOR switch to "CLEAN."
d. PLACE the COMMON VESSEL CYCLE switch to "START."
e. RUN the FILL timers to "O" minutes.
f. WHEN the cycle complete alarm sounds, THEN the CFD is ready for a precoat.
11. PREC0AT the backwashed CFD with borax or boric acid as follows:
a. FILL the CFD precoat tank 75% with demineralized water or fire water.

c. VERIFY or POSITION the VESSEL SELECTOR switch on the local control panel to the backwashed CFD.
d. POSITION the COMMON VESSEL CYCLE switch to "START."
e. RUN all PILL timers to "0" minutes.
f. CLOSE the Filter Demin A(B, C, D) Precoat Outlet And Backwash Inlet Valve, CFD-VWA(B, C, D) .
g. MAINTAIN precoat tank water level with the Condensate Supply To Precoat Tank Vent Valve, CFD-VP.
h. WHEN the CFD is full (as indicated by CFD-PI-18,19, 20, or 21 reading equal to precoat pump discharge pressure), THEN perform the following steps:

(1) PLACE the Filter Demin A(B, C, D) Precoat Outlet And Backwash Inlet Valve, CFD-VWA(B, C D), to "AUT0".

,,, (2) POSITION the PLACE IN STANDBY switch to "START."

12. OPEN STARTUP LEVEL CONTROL VLV, FW-LIC-3269.
13. CLOSE SJAE Condensate Recirculation Valves, CO-TV-49-1 and CO-TV-49-2, as required to ar.intain condensate pressure above reactor pressure.
14. PLACE the CFD that was precoated with borox or boric acid in service for at least 15 minutes.

c NOTE It will require approximately 2520 pounds of-borax to obtain hot shutdown and approximately 5030 pounds of borax to obtain cold shutdown.

15. REPEAT Steps 4 through 14 of this section UNTIL:
s. All control rods are fully inserted, Olt
b. E&RC samples' indicate boron concentration is greater than 600 ppm.

1. ESTABLISH a flow path from the SLC tank to HPCI/RCIC .. tion line as follows:

a. LOWER one end of a hose (stored in LEP tool box on 50 foot elevation) from the 50 foot Reactor Building elevation through the southeast pipe chase to the -17 foot elevation,
b. CONNECT one end of the hose to the HPCI And RCIC CST Suction Vent Valve, CO-V301, and the other end tc 4he SLC tank drain line on the Reactor Building 50 foot elevation.
c. OPEN HPCI And RCIC CST Suction Vent Valve, CO-V301.
d. UNLOCK and OPEN SLC Pump Suction Header Drain Isolation Valve, C41-F015, (located 80 foot east elevation of Reactor Building).

CAUTION Djl NOT OPERATE HPCI or RCIC in CST recire while suction is aligned to SLC tank. MINIMIZE operation with minimum flow valve open.

NOTE It is desirable to operate RCIC at the minimum flow necessary to maintain reactor vessel level in order to maximize boron injection concentration.

2. START HPCI and/or RCIC as necessary to maintain reactor vessel level.
3. IP the SLC tank level decreases to 0% AND additional boron injection is required, THEN RETURN to Section C on page 3 of this procedure.

(2) CONNECT the hose to a demineralized water supply station.

(3) OPEN HPCI And RCIC CST Suction Vent Valve, CO-V301.

_ (4) OPEN the demineralized water supply to flush hope for at least 15 minutes.

(5) CLOSE HPCI And RCIC CST Suction Vent Valve, CO-V301, and the demineralized water supply.

(6) REMOVE the hose and RETURN the hose to storage.

d. UNLOCK and CLOSE the following valves:

(1) CRD Fuing A Recirculation Line Isolation Valve, C11(C12)-F015A (2) CRD Pump B Recirculation Line Isolation Vsive.

2. RESET Group 3 isolation.
3. PLACE RWCU System in service with return to vessel. (OP-14) 4 IF RWCU filters are in service, THEN NOTIFY the Control Room to open FILTER BYPASS VLV, G31-F044, as necessary to maintain system flow.

5. PLACE the filter flow controllers for both F/Ds to "MAN" and REDUCE flow to a minimum.

b. The holding pump continues to run.
c. F/D A(B) A0 Air Inlet Valve, G31-ZOO 2-13A(B), opens and liquid is ejected through the F/D A(B) Doce Drain Valve, 031-2002-12A(B).
d. The dome drain closed and the F/D vessel is charged to 90 psig minimum air pressure.
e. Holding pump A(B) stops and F/D A(B) Holding Pump Discharge Valve, G31-2002-14A(B), closes.
f. The contents of the F/D are rapidly forced to the BWRT by the high differential pressure created when F/D A(B) A0 Drain Valve, G31-2002-8A(B), opens. This "bumps" the cake off 'the septums.
13. WHEN the F/D A(B) Precoat Return Valve, 031-2002-10A(B) closes after completing its first bump, drain, rinse, and refill cycle; THEN PERFORM the following steps:
s. CLOSE Demineralized Water Supply To RWCU Isolation Valve DW-V377.
b. ALLOW the F/D to advance through the backvash cycle UNTIL the F/D goes into SHUTDOWN.

14 CLOSE the following valves:

4. OPEN SJAE Condensate Recirculation Valve, CO-TV-49-1 and CO-TV-49-2, to maintain the condensate pump discharge pressure between 150 and 190 psig.
5. BYPASS one condensate booster pump as follows:
a. TRIP all condensate booster pumps.
b. REMOVE control power fuses from the selected pump's 4KV breaker.
c. PLACE the control switch for the selected pump in "AUTO."
d. VERIFY the pump's discharge valve is open and the auxiliary oil pump is running.

e. RUN the FILL timers to "0" sinutes.
f. WHEN the cycle complete alarm sounds, THEN the CFD is ready for a precoat.
11. PREC0AT the backwashed CIV with borax or boric acid as follows:
a. FILL the C7V precoat tank 75% vith demineralized water or fire water.

s l NOTE For a water temperature of-80'F, 400 pounds of borax is required for saturation.

If water temperature is more than 80*F, more borax is required for saturation. If water temperature is less than 80*F less borax is required for saturation.

Monitor the tank for undis-solved borax to determine when the solution becomes

- saturated. Boric acid may be used, in combination with borax, for pH control.

b. START the agitator and ADD borax to the precoat tank UNTIL the solution becomes saturated.

1. ESTABLISH a flow path from the SLC tank to HPCI/RCIC suction line as follows:

a. LOWER one end of a hose (stored in LEP tool box on 50 foot elevation) from the 50 foot Reactor Building elevation through the southeast pipe chase to the -17 foot elevation.

b. CONNECT one end of the hose to the HPCI And RCIC CST Suction Vent Valve, CO-V301, and the other end to the SLC tank drain line on the Reactor Building 50 foot elevation.
c. OPEN HPCI And RCIC CST Suction Vent Valve, CO-V301.

d. UNLOCK and OPEN SLC Pump Suction Header Drain Isolation Valve, C41-F015, (located 80 foot east elevation of Reactor Building).

(6) REMOVE the hose and RETURN the hose to storage.

1. ESTABLISH a flow path from the SLC tank to CRD Pumps suction as follows:
a. LOWER one end of a hose (stored in LEP tool box on 50 foot elevation) from the 50 foot Reactor Building elevation through the pipe chase to the CRD pump suction filters.
b. CONNECT one end of the hose to Condensate Supply Header Vent Valve, Co-V304, and the other end to the SLC tank drain line on the Reactor Building 50 foot elevation.
c. OPEN Condensate Supply Header Vent Valve, CO-V304.
d. UNLOCK and CLOSE the following valves:

(1) CRD Pump A Recirculation Line Isolation Valve, C11(C12)-F015A (2) CRD Pump B Recirculation Line Isolation Valve, C11(C12)-F015B

e. UhLOCK and OPEN SLC Pump Suction Header Drain Isolation Valve, C41-F015 (located on Reactor Building 80 foot east elevation).
2. IF annunciator CRD PUMP INLET FILTER AP HICH (A-5 6-1) alarus, THEN OPEN CRD Pump Suction Filter Bypass Valve, CO-V306.
3. VERITY ON or START one CRD pump.

4 IF the SLC tank level decreases to 0% AND add aional boron injection is required, THEN RETURN to Section C on page 3 of this procedure.
