Subject:

NUCLEAR PROJECT N0. 3 RESPONSE TO GENERIC LETTER 88-03 "STEAM BINDING 0F AUXILIARY FEEDWATER PUMPS"

References:

a) U. S. Nuclear Regulatory Commission Generic Letter 88-03, "Resolution of Generic Safety Issue 93 "Steam Binding of Auxiliary Feedwater Pumps."

b) Supply System letter (G03-86-542), Paul D. Olson to J. B. Martin, same subject, dated October 17, 1986.

In Reference a), the NRC requested that all addressees:

1) Maintain procedures to monitor fluid conditions within the AFW system each shif t during times when the system is required to be operable. This monitoring should ensure that fluid temperature at the AFW pump discharge is maintained at about ambient levels.
2) Maintain procedures for rr ognizing steam binding and for restoring the AFW system to operable status, should steam binding occur.

The effect of this request is to perpetuate the recommendations of IE Bulletin 85-01.

1 In Reference b), the Supply System in responding to IE Bulletin 85-01, coninitted to developing procedures and training for recognizing gas binding conditions for pumps, and for restoring the operable status of safety systems should gas binding occur. Those commitments are still valid. In addition, prior to operation of WNP-3, the Supply System will develop procedures for monitoring the fluid conditions within the Auxiliary Feedwater System each shift during times when the system is required to be operable.
