During the recent NRC Regulatory Information Conference in Washington,- I D.C. (May 1-2, .1990) we briefly discussed expediting the NRC- staff review of the .WNP-3 seismic report. This report was completed and-submitted for  ;

review . by the reference letter in June- 1988. As 1 indicated in our-discussion, the Supply . System requests that the NRC review be completed i and an 'SER be issued as soon as possible. The Northwest regional power

-supply is now about equal to demand. Decisions will be required .soon j regarding Jiew resources to meet projected growth in power demands. In these deliberations, it will be extremely important for the WNP-3 seismic issue' to- be resolved in order to minimize uncertainties surrounding our economic' evaluations of our deferred plants.

While I can appreciate that a deferred plant such as WNP-3 has in the past not warranted a high priority in the NRC allocation of resources, it was

' my understanding that this factor was considered when the review schedule  !

wasi established by NRC in 1988. I and other members of Supply System management met with NRR management responsible for WNP-3 in January 1989.

At that time, it was our ' understanding that the WNP-3 geosciences SER would be -issued in June 1989. The purpose of this draf t SER would be to document NRC storf conclusions and positions at that point in time so that the resources invested by both the Supply System and NRC staff would not be lost with the passage of time, Following a December 5,1989, meeting with the staff, we were advised that a " late spring 1990" target had been

-established, for the draft SER. With the recent departure from NRR of

technical personnel involved in this review, we are again concerned that this goal'will not be achieved. I would appreciate your efforts to assure that resources are allocated to complete this review, Our staff.is prepared to assist in whatever way we can to accomplish this task.
