NUCLEAR PROJECT NUMBER 3 PREPARATION OF DRAFT SAFETY EVALUATION REPORT GEOSCIENCES REVIEH The purpose of this letter is to document our understanding of agreements related to the subject NRC review and Safety Evaluation Report (SER).

On January. 31, 1989, Dr. Bouchey and I met.with NRC representatives to discuss Supply System ' interest related to' the review of geosciences reports submitted to the NRC. These reports represent the results of studies performed by the Supply System and its consultants in response to NRC -requests for' additional information related to potential subduction zone earthquakes in the Washington coastal areas. All reports generated  ;

by the Supply System in response to these questions were completed and j submitted for NRC review 'in June 1988. The latest in a series of meetings e

to discuss the report contents and respond to NRC questions was held on January 11, 1989. The Supply System has considerable investment in the work done to respond to NRC and,- in spite ' of the current deferred status of WNP-3, would like lo capture - that review that has been completed through the draft SER. We are concerned that if the review is not  ;

documented in a timely manner, personnel changes or just the passing of time will result in the loss of knowledge of what has been' accomplished to date. Because we have not budgeted for additional consultant effort on this issue in our Fiscal Year 1990 Budget (beginning July 1,1989), we were particularly interested in having the NRC draft SER issued by the end of June 1989.

Following our meeting with the NRC management on January 31, 1989, we felt that the technical staff would be working to complete the draft SER by June 30, 1989. Based on a recent conversation between Mr. Rubenstein and  !

j I, it appears that demand for geoscience staff review on operating plant '

issues will prevent toe staff from completing the draft SER by the end of June. It is our understanding that the staff will make every effort to complete the WNP-3 draft SER by " late summer."

We are prepared to assist in whatever way we can to accomplish this goal.
