Sub,J ect: NUCLEAR PROJECT N0. 3 READINESS REVIEW PROGRAM EARTHWORK MODULE NO. C3-01 The Supply System has performed an extensive review of earthwork at our WNP-3 site, and our final report is submitted for your review.

The results of our design and construction reviews are normally expected to be in separate reports dealing with the design aspects and construction aspects of the reviews. In this instance we were able to perform the WNP-3 Engineering and Construction Assurance reviews concurrently and have prepared a module report that includes both the CAP (Construction Assurance Program) and EAP (Engineering Assurance Program) review of earthwork. The EAP and CAP reviews were conducted in accordance with our NRC approved programs and inspected by Region V.

The report concludes that the earthwork completed to date (as described in Section 7.2 of the attached report) is acceptable and meets FSAR, engineering and construction requirements. The module's progress has been periodically reviewed by members of your staff, and a Readiness Review Oversight Committee has also examined the module report. Their assessment of the module is included in the report.

On the basis of our reviews, and the extensive evidence presented in this report, I certify that the completed earthwork at WNP-3 meets regulatory and FSAR requirements.

In accordance with our Readiness Review Program agreements, I am submitting the module report for NRC acceptance of completed earthwork at WNP-3.
