'esponsibilities. . The reorganization consisted of a consolidation of the r  !

Corporate Quality Assurance Audit and Construction Quality Assurance activities l under the management of Mr. L. J. Garvin, Manager, Programs and Audits. We have reviewed _ the FSAR requirements and, in our opinion, the above action does not constitute a reduction in commitments. .

You are also advised that effective July 1, 1987, the management of the Washington Public Power Supply System WNP-3 Project will be integrated with Ebasco Services Inc. The commitments of the Supply System Construction Quality Assurance Program, the Supply System Operational Quality Assurance Program, the Ebasco ETR-1001 Nuclear Quality Assurance Program, and the Ebasco ASME Section III Quality Assurance Program, will be maintained. The Supply System WNP-3 Manager, Quality Assurance, will be responsible for directing the activities of the integrated Supply System /Ebasco Quality Assurance personnel

-in a manner that will ensure adherence to the commitments in the programs. ,

Combined Site Procedures will be approved and issued to the extent necessary to I achieve that objective which is consistent with the long term preservation mode of the plant. We do not consider this integration to be a reduction in commitments stated in the Quality Assurance Program Description. As in the past, you will be provided with a markup of the WNP-3 Quality Assurance Program Description on or before October 1,1987.
