RESPONSE TO GENERIC LETTER 87-12 LOSS OF RESIDUAL HEAT REMOVAL WHILE THE REACTOR COOLANT SYSTEM IS PARTIALLY FILLED-The subject generic letter requested information to assess safe operation of Pressurized Water Reactor (PWR's) when the reactor water level is below the top of the Reactor Yessel.
The Washington Public Power Supply System is the holder to two (2) construction permits for PWR's - WNP-1 (Docket 50-460, CPPR-1341) and WNP-3 (Docket 50-508 CPPR-154).
Both of these projects are currently being maintained in a long term construction deferral mode.
Construction restart is not anticipated in the near term.
Because of the status of these projects, we propose to defer our response to Ceneric Letter 87-12 until af ter construction restart, when resources will be available.
Deferral of this evaluation will not result in any threat to safety or make changes to systems or procedures (if required) any more difficult, since no work is presently being performed on the projects.
Deferral will allow us to consider in our response the information gained by the NRC.
