W Docket No. 50-508 Mr. J. B. Martin, Regional Administrator U. S. Nuclear Regulatory Commission Office of Inspection and Enforcement - Region V 1450 Maria Lane, Suite 210 Walnut Creek, California 94596

Subject:

NUCLEAR PROJECT 3 REQUIRED ACTIONS IN RESPONSE TO IE BULLETIN 86-03

References:

a) NRC IE Bulletin 86-03: " Potential Failure of Multiple ECCS Pumps Due to Single Failure of Air-Operated Yalve in Minimum Flow Recirculation Line", dated October 8,1986.

b) Letter (G03-86-146), G. C. Sorensen to H. R. Denton, subject, " Revised Construction Permit Amendment Request",

dated March 10, 1986.

Reference a) requested a written report submitted within 30 days of receipt of the IE Bulletin detailing: 1) whether or not our facility has a single-failure vulnerability in the minimum flow recirculation line of any ECCS pumps that could cause a failure of more than one ECCS Train; and 2) identification of the short-term corrective actions if the problem exists. The IE Bulletin also requested a report within 90 days detailing long-term corrective actions if the probler exists. Due to the construction delay at WNP-3, it is not possible to submit this information at this time. As indicated in Reference b), WNP-3 plans call for a resumption of construction activities in 1994.

Therefore, we plan to provide the requested information after construction restart.
