Steam Binding of Auxiliary Feedwater Pumps, dated October 29, 1985.
The re'ferenced IE Bulletin requested that, for plants under construction, addressees develop and implement procedures within 90 days after receiving an Operating License or provide an appropriate response and commitment within one year of the date of the Bulletin. The requested procedures are for detecting or correcting steam binding conditions in Auxiliary Feedwater Systems.

1.
Procedures for monitoring fluid conditions (particularly temperature) within the Auxiliary Feedwater System on a regular basis.
2.
Procedures for recognizing steam binding and for resturing auxiliary feedwater operability.
3.
Procedural controls to remain in effect until completion of hardware modifications to reduce the likelihood of steam binding or until superceded by action implemented as a result of resolution of Generic Issue 93.
The Supply System has evaluated the WNP-3 design and has concluded that the procedural controls called for in Item #1 above are not necessary for WNP-3 operation.
This is due to the fact that the WNP-3 design is very similar to the 17 operating plants described in the Bulletin which have features making serious safety problems unlikely.
The features of the WNP-3 design are described below:
1.
The design has redundant suction lines to the two auxiliary feedwater trains.
Each train includes one turbine driven and one motor driven pump.
2.
The design has redundant discharge lines from each train of auxiliary feedwater pumps to the Steam Generators.
3.
Each train of pump di :harge contains two isolation valves (solenoid operated) th e are normally closed, one of which is designed to fail closed.
4.
A check valve is provided in each pump discharge line.
5.
Each train of pump discharge contains a check valve.
6.
The two lines cross connecting the two pump discharge trains contain two isolation valves (solenoid operated) that are normally closed, one of which is designed to fail closed.
7.
Each cross connect line contains a check valve.

The Supply System will develop procedures that will be used by WNP-3 Operations, together with necessary training, for recognizing gas binding conditions for pumps and for restoring the operable status of safety systems, should gas binding occur.
The Supply System staff expended 20 manhours reviewing and preparing a response to the Bulletin.
