Dear Mr. Martin:

Subject:

NUCLEAR PROJECT NO. 3 READINESS REVIEW PROGRAM l CONCRETE STRUCTURES, MODULE C3-02 The Supply System has completed the second module of construction- review in its Readiness Review Program at WNP-3, which is Concrete Module C3-02 of the Construction Assurance Program. The module was conducted in accordance with the NRC approved program and inspected by Region V.

A review team of qualified, experienced professionals confirmed that safety-related concrete completed at the plant before construction delay (as described in the report) is acceptable for safe operation of the plant, and meets construction related FSAR requirements. There are two areas that will require further investigation, however, these will not substantially alter this conclusion on concrete structures. These areas (concrete block walls and structural grouting) received an extensive review but the results were not conclusive. The team's review was carried out by following a well-organized  !

review plan to sample hardware and documentation to sufficient depth for i judging the acceptability of concrete-related construction work.

The module's progress has been periodically reviewed by members of your staff, and by a Readiness Review Oversight Committee. The Oversight Committee has stated that the concrete review was thorough and effective, capable of reaching reliable conclusions. Their assessment is included in the final report.
