Dear Mr. Beach:
Enclosed is a copy of the final report for the April 16,1997 plume exposure pathway exercise for the offsite radiological emergency response plan, site-specific to the Byron Nuclear Power Station. Copies of this report have been sent to the State ofIllinois. The State ofIllinois, Ogle County and Comed participated in this exercise.
There are two Areas Requiring Corrective Action (ARCA) for the State ofIllinois. The first ARCA regards Ogle County not calling the EBS radio station identified in the Byron Public
- Information Brochure (PIB). The second ARCA relates to the lack of news releases available to the media at the Joint Public Information Center. A schedule of corrective action has been received.
There is one planning issue that was identiGed during the exercise. It regards^the revision, printing, and distribution of the 1997 Byron PIB that will identify a new EBS radio station that does not broadcast 24-hours a riay, seven days a week. FEMA has informed the State ofIllinois that the plan and PIB must provide for a 24-hour, seven days a week, capability to notify the public in the event of a fast breaking severe core damage accident. If a second EBS radio station is not identified and added to the local plan, FEMA questions the ability to notify the public as described in 10 CFR 50, Appendix E, Part IV, Section D, Subsectian 3. FEMA recommends that the county continue using WROK until this problem is resolved.
Based upon a July 1,1997 telephone conversation with Illinois Emergency Management Agency (IEMA), we agree that the County plan would be immediately changed to reference a 24-hour station (WROK). This agreement will resolve the ARCA and allow for reasonable assurance for off-site safety at this facility. The determination of reasonable assurance is contingent upon the county making those changes identified above. With close coordination and cooperation between FEMA Region, the State and the county, we understand that the County will revise its local plan to reference the 24-hour station.

Formal submission of the RERPs for the Byron Nuclear Power Station to FEMA Region l V by the State ofIllinois and involved local jurisdictions occurred on March 28,1984.

A REP exercise was conducted on April 16,1997 by FEMA Region V to assess the ,
capabilities of State and local emergency preparedness organizations in implementing l l their RERPs and procedures to protect the public health and safety during a radiological i emergency involving the Byron Nuclear Power Station. The purpose of this exercise j report is to present the exercise results and findings on the performance of the offsite i response organizations (ORO) during a simulated radiological emergency.

, III. EXERCISE OVERVIEW Contained in this section are data and basic information relevant to the April 16,1997 exercise to test the offsite emergency response capabilities in the area surrounding the Byron Nuclear Power Station. This section of the exercise report includes a description of the plume pathway EPZ, a listing of all participating jurisdictions and functional entities which were evaluated, and a tabular presentation of the time of actual occurrence of key exercise events and activities.
A. Plume Emergency Planning Zone Description The Byron Nuclear Power Station is located near the City of Byron, in Ogle County, Illinois. The 10-mile plume EPZ extends radially in all directions around the Power Station and impacts Ogle County and a very small portion of Winnebago County, including the municipalities of Byron, Davis Junction, Leaf River, Mount Morris, Oregon, and Stillman Valley.
The population distribution in the 10-mile EPZ surrounding the Station is relatively low. There is a requirement to delineate areas to be sheltered or evacuated by easily recognizable boundaries; some of the boundaries extend beyond the circular EPZ. The 11 Sub-areas identified for the Byron Nuclear Power Station total 24,588 persons.
Primary land use around the Byron Nuclear Power Station is agricultural, with cash crops of corn and soybeans.
Recreational facilities outside the municipalities include Lowden Memorial State Park, Lowden-Miller State Forest, and the Castle Rock State Park and Nature Preserve.
The EPZ is served by various forms of transportation. The primary highways are State Routes 2,64, and 72. Two railroads are impacted by the Byron Nuclear --
Power Station. These are the I & M Rail Link, four and one-half miles north, and the Burlington Northern, five and one-half miles south of the Byron Nuclear Power Station.

The State ofIllinois is responsible for ensuring a coordinated dissemination ofinformation to the public and participants in the annual distribution of a public information booklet (IPRA Volume 1, Chapter 5, Part C, Page 5). This 12 4

booklet titled Byron Emercency Information, provides information to the public regarding how they will be notified and what their actions should be in an emergency. Radio stations WROK (1140 AM) and WZOK (97.5 FM) are identified in this booklet as the best sources ofinformation and instructions following activation of the outdoor warning sirens within the 10-mile Byron Emergency Planning Zone (Byron Emergency Booklet pages 1 through 10).
However, WRHL (1060 AM and 102.3 FM)is the designated primary radio station for public notification in the event of a radiological incident at the Byron Nuclear Power Station (Memorandum of Understanding, March,1997). This is not the radio station identified in the Byron Information Booklet which could ;
cause delays and confusion in implementing protective actions in a nuclear i emergency.

Because the exercise objectives are intended for use at all nuclear power plant sites, and because of variations among offsite plans and procedures, an extent-of-play agreement is prepared by the : )

! Power Station exercise on April 16,1997. .The extent-of-play agreement includes any significant modification or change in the level of demonstration of each exercise objective listed in Subsection A of this appendix.

BYRON NUCLEAR POWER STATION EXERCISE .
April 16,1997
- 1. Demonstrate the capability to alert and fully mobilize personnel for both emergency.
facilities and field operations. Demonstrate the capability to activate and staff emergency facilities for emergency operations.
The State Emergency Operations Center (EOC) will be partially. activated with IEMA and IDNS personnel. The IEMA D:spatcher will implement notification procedures as defined in IEMA SOPS. State agency liaisons may be contacted but 1
will not report to the State EOC.
The State Forward Command Post will be activated in Hillcrest with State district 4 and regional personnel. IEMA personnel.will be pre-positioned in the Byron Station area and dispatched to the Ogle County EOC, Forward Command Post, the JPIC and the EOF.
The IDNS Dispatcher will simulate notification procedures in accordance with IDNS - I SOPS. REAC will be fully activated. RAFT will be activated in Springfield for ,
training purposes. IDNS personnel will be prepositioned in the Byron Station !
vicinity for response to the Ogle County EOC, Forward Command Post, JPIC, EOF and TSC.

This objective will be demonstrated in State facilities through the use of maps, status boards and displays as appropriate.

The ability to direct and control emergency response activities will be demonstrated at the State EOC, REAC, the Forward Command Post, RAFT and the JPIC.
Coordination will be demonstrated between the State EOC, REAC, the Forward Command Post, RAFT, the JPIC, the EOF and the Ogle County EOC.
- 4. Demonstrate the capability to communicate with all appropriate emergency personnel at facilities and in the field.
IEMA will use a variety of communication systems [ Nuclear Accident Reporting System (NARS), teldfax, commercial telephone, radio] to communicate with other organizations and locations. IDNS (intra / inter-agency) communications capabilities ,
will be demonstrated in accordance with appropriate SOPS (e.g. NARS, telefax, commercial telephone, radio).
- 5. Demonstrate the ability to continuously monitor and control radiation exposure to emergency workers.
This objective will be demonstrated during the traffic and access control demonstration.
- 7. Demonstrate the capability to develop dose projections and protective action-recommendations regarding evacuation and sheltering.
The ability to project dosage to the public via plume exposure based on plant and field data will be demonstrated by IDNS through coordination between REAC, RAFT and the EOF.
- 9. Demonstrate the capability to make timely and appropriate protective action decisions (PAD).
The coordination to determine protective action recommendations (PARS) based
- - - upon available shelters, evacuation time estimates and other relevant factors will be demonstrated between the State EOC and REAC.
The ability to make the decision to recommend the use of KI to emergency workers and institutionalized persons will be demonstrated by IDNS in IGAC.

The State's role in demonstrating this objective is limited to transmitting the State's protective action recommendation to Ogle County and monitoring the instructional l messages provided to the public by Ogle County. This monitoring will be ;
accomplished by the Forward Command Post through the IEMA representative in the Ogle County EOC.

The State will also monitor the instmetional messages provided to the public by Ogle County. This objective will be demonstrated at the JPIC in coordination with the State EOC, Forward Command Post, REAC and the Ogle County EOC. IEMA, IDNS personnel will be present at the JPIC to coordinate with Commonwealth Edison Company.
- 13. Demonstrate the capability to establish and operate rumor control in a coordinated and timely manner.
This objective will be demonstrated by the State through coordination between the JPIC,' State EOC, REAC, Forward Command Pdst and the OgleCounty EOC.. A bank of phones will not be operated during theexercise. Rumor control messages will be introduced in the Ogle County EOC by the Controller. County officials will investigate and address the " rumors". If appropriate, the " rumors" will be coordinated between State and County officials in the County EOC and the JPIC.
- 14. Demonstrate the capability and resources to implement potassium iodide (KI) protective actions for emergency workers, institutionalized individuals, and, if the State plan specifies, the general public.
The ability to implement KI recommendations to emergency workers will be demonstrated by the State ofIllinois in accordance with the IPRA, Volume 1, and IPRA-Byron.

Local organizations responsible for operating a congregate care center will be present. Evacuees will not be processed.
- 22. Demonstrate the adecuacy of procedures for the monitoring and decontamination of emergency workers, equipment, and vehicles.

Ogle County intends to fully activate the' Emergency Operations Center (EOC) in-Rochelle, Illinois. The County will implement notification procedures as defined in IPRA-Byron. Representatives from the EPZ municipalnies, the Winnebago County Sheriffs Department, IEMA,IDNS and Comed will also staff the County EOC.
- 2. Demonstrate the adequacy of facilities, equipment, displays, and other materials to support .
emergency operations.
This capability will be demonstrated in the Ogle County EOC through the use of maps, status board and other displays as appropriate.

This capability will be demonstrated through the simulated activation of the Byron Station EPZ Prompt Notification System as defined in IPRA-Byron. The Prompt Notification System (outdoor warning sirens) will not be activated during the exercise.
