Dear Sirs:

1 I am concerned about the delay in convening the hearings on Trojan.

As an informed citizen I recognize the need to insure the health and safety of the citizenry. I also recognize the need to avoid unneces-sary delay in order that Oregonians may have adequate energy to preserve l their jobs and life style.

As an employee of Portland General Electric Company, I am acutely aware

of the public concern about nuclear safety. I understand the need to j reassure the public that the NRC does in fact protect the public health j and safety. However, the mere elapse of time does not increase the l public health and safety, it only increases the possibility of economic i loss and/or physical inconvenience.

A year ago Trojan wa closed for several months awaiting NRC hearings.

The closure result. ' in a $30 million loss to Portland General Electric Company. The protracted delay in hearings did not result in new information.

It only resulted in economic loss. It is time that the NRC recognize that economic loss also is related to public health and safety. It is time that necessary hearings be conducted in an expeditious manner. It is time that delay occur for the purpose of protecting the health and safety of the public, not for the purpose of furthering the interests of those W who seek to prevent nuclear power by taking advantage of the bureaucratic process.
