In accordance with Appendix A, Beaver Valley Technical Specification, 3.3.3.1, " Radiation Monitoring Instrumentation", the following Special Report is submitted. This report is required when the conditions specified in Tech-nical Specification 3.3.3.1.b are not satisfied.

On 7/20/85 at 1630 hours0.0189 days <br />0.453 hours <br />0.0027 weeks <br />6.20215e-4 months <br />, RM-MS-1008, Main Steam Monitor, was declared out-of-service due to the receipt of a high alann with nonnal background

, radioactivity present. This is nonconservative with respect to Technical Specification 3.3.3.1 and reportable per Technical Specification 3.3.3.1.b.

This channel is one of three that monitors atmospheric steam dump valve and code safety relief valve discharge from the steam generator relief headers.

Alternate preplanned monitoring is f_n effect until this channel is returned to service. Investigations to detennine the cause of the erroneous signal were conducted, but yielded no detennination of the root cause. The vendor, Victoreen

Instruments, was contacted and has been assisting in the troubleshooting. A supplemental report will be issued after the results of this investigation are known. There were no safety implications to the public because no high activity releases occurred prior to the channel failure, and alternate preplanned monitor-ing is available until this channel is returned to service.
