United States Nuclear Regulatory Commission Document Control Desk' Washington, DC 20555 Gentlemen i

In accordance with Appendix A, Beaver Valley Technical Specifications 3.3.3.3, " Seismic Instrumentation," the following Special Report is i

submitted. This report is required when the conditions specified in Technical Specification 3.3.3.3.b are not satisfied.

.On May 8, 1987, at 1244 hours0.0144 days
0.346 hours
0.00206 weeks
4.73342e-4 months
, XT-ER-105C, Triaxial Time History-Accelerometer, was declared out of service when this accelerometer was removed from its location in the Primary Auxiliary Building to replace the accelerometer located in the Containment Building (XT-ER-105B), which was being sent to the vendor (Kinemetrics) for recalibration.

The Auxiliary Building accelerometer was used"in lieu of the out-of-calibration containment accelerometer since repair and return to service of the latter would not be possible during operation.

A previous failure of XT-ER-105B, on October 27, 1986,' required' procurement of replacement components in order to restore the accelerometer to operable status. These components were not-expected to-

.be received or installed and the accelerometer restored to operable status within.30 days of the initial failure; therefore, a Special Report-.

(NDISS1:2971, dated December 5, 1986) was submitted.- This report detailed-that the accelerometer would not be installed'until the next planned outage of' sufficient duration due to ALARA. considerations under operating conditions.

Junn 12,-1987 NDISS1:3213 Page 2 On April 24, 1987, a planned shutdown was commenced in order to perform modifications to support dual control room unit. operation. During this outage, the replacement components were installed in XT-ER-105B.

Following component installation and onsite surveillance test results review, the vendor-(Kinemetrics) recommended that the unit be sent out for recalibration.

In order to close out prior commitments, the accelerometer in'the Primary Auxiliary Building (XT-ER-105C) was removed from its

. location, rendering.this location inoperable, and it was reinstalled in the' Containment Building. This restored XT-ER-105B to operable status.

Vendor recalibration of the accelerometer removed from the containment location was not completed within 30 days; therefore, this report _is_being submitted in accordance with Technical Epecification 3.3.3.3.b. Vendor return. shipment is scheduled for June' 29, 1987. After the accelerometer is received at.the station, it will be reinstalled in the Primary Auxiliary Building. location, restoring this channel to operable status.

Very truly yours, R. J. Druga Acting Plant Manager JGT/ var
