1.0 INTRODUCTION

By letter dated December 24,1998, Duquesne Light Company (DLC) submitted a request for approval of a proposed change in the Beaver Valley Power Station, Unit Nos.1 and 2 (BVPS-1 and BVPS-2) Quality Assurance (QA) Program described in Chapter 17.2 of the BVPS-2 Updated Final Safety Analysis Report (UFSAR). The BVPS-1 and BVPS-2 QA Program description is applicable to both units and is contained in the BVPS-2 UFSAR. Specifically, DLC proposed that the procurement document review function for materials and equipment be transferred from the Quality Services Unit (OSU) to the line organization (Nuclear Procurement Department). QSU personnel would remain responsible for reviewing purchasing documents related to services. This change was submitted pursuant to 10 CFR 50.54(a)(3) as a change that reduced commitments in the BVPS-1 and BVPS-2 QA Program description previously approved by the Nuclear Regulatory Commission (NRC).

2.0 EVALUATION  !

l Section 17.2.4," Procurement Document. Control," of the BVPS-2 UFSAR states that l

procurement documents will be reviewed to determine that all quality requirements are j correctly stated, and to assure that procurement documents have been prepared in  ;

accordance with the requirements of the Operations QA Program. The review of procurement documents will be performed by an individual or organization other than the person responsible for preparing the procurement documents, in accordance with the provisions of the Operations QA Program.

DLC also relies upon its commitment to the provisions of Regulatory Guide (RG) 1.123,

Nuclear Power Plants," Revision 1, to satisfy the pertinent requirements of Appendix B to 10 CFR Part 50. RG 1.123 conditionally endorses the guidance in American National Standards Institute (ANSI) N45.2.13-1976, " Quality Assurance Requirements for Control of Procurement of items and Services for Nuclear Power Plants," as an acceptable method for complying with Appendix B to 10 CFR Part 50. Therefore, Section 17.2.4 of the BVPS-2 UFSAR is consistent with the provisions of ANSI N45.2.13-1976.

In its submittal, DLC states that the proposed change will continue to satisfy the requirements of Appendix B to 10 CFR Part 50 based on the following:

• Review independence will be maintained in a manner consistent with DLC's current commitments to RG 1.123

• Reviews will continue to be performed in accordance with documented procedures e Nuclear Procurement Department personnel will be trained accordingly to ensure that suitable proficiency is achieved and maintained e Procurement document reviews and processes will continued to be conducted in accordance with the requirements in the Operations QA Program for Beaver Valley e The QSU will continue to provide oversight of the procurement review process through periodic audits, surveillances and assessments.

Accordingly, all DLC commitments to RG 1.123 will remain unchanged and the review approach proposed by DLC will continue to satisfy the provisions in NUREG-0800, the

" Standard Review Plan" (SRP).

3.0 CONCLUSION

While the approach associated with the review of procurement documents proposed by DLC above constitutes a reduction in commitments in the QA program description previously I approved by the NRC, such an approach continues to satisfy the provisions of Section 17.2 of the SRP. Hence, the staff concludes that the Beaver Valley UFSAR QA program description incorporating the reduction in commitments described above will continue to satisfy the l requirements of Appendix B to 10 CFR Part 50 and is, therefore, acceptable.
