In accordance with Appendix A, Beaver Valley Teciclical Specification 3.3.3.1,

" Radiation Monitoring Instrumentation," the following Special Report is submitted.

This report is required when the conditions specified in Technical Specification 3.3.3.1.b are not satisfied.

On 7/28/87 at 0150 hours0.00174 days
0.0417 hours
2.480159e-4 weeks
5.7075e-5 months
, 2RMR-RQ207, in-containment high range monitor, was declared Out-of-Service due to a loss of detector signal and repeated check source failure. The problem proved to be intermittent in nature with periods of normal operation occurring between failures. This is nonconservative with respect to Technical Specification 3.3.3.1 and reportable per Technical Specification 3.3.3.1.b. The root cause was determined to be an overheating pico-ampmeter board, which processes the detector signal. The board was subsequently replaced and the monitor was calibrated and returned to service on 7/31/87 at 1810 hours0.0209 days
0.503 hours
0.00299 weeks
6.88705e-4 months
. Alternate preplanned monitoring methods were in effect until the channel was placed back in service. In addition, there was no potential for radiation levels in containment as the plant had not reached initial criticality.

Very truly yours, j 7
