In accordance with Beaver Valley Technical specification 3.3.3.8,
" Accident Monitoring Instrumentation",
the following Special Report is. being submitted.
This report is required when the conditions specified in Technical Specification 3.3.3.8.C are not satisfied.
On September 28, 1987, during inspection and testing of the Plant Safety Monitoring
- System, the Train A
Upper Range Static Reactor Vessel -Level Indication was declared inoperable based on input failures from the transmitter and it's hydraulic isolator.
Maintenance Work Requests were initiated for both.
Preliminary investigation has determined the problem with the hydraulic isolator does not affect the channels operability.
The transmitter is still under investigation.
The only procedure that calls solely for the use of the Upper Range Static indication is Emergency Operating Procedure, FR-I.3 Step 8,
Detection of Void Size during Natural circulation.
Provisions are made in the procedure for an inoperable Reactor Vessel Level l
' Indication System.
The Train B Upper Range Static channel, both Full i
Range Static
- channels, and both Dynamic channels are operational.
There has been no compromise in the plant safety as the redundant train and full range channels provide sufficient information to j
analyze postulated events.
