In accordance with Beaver Valley Power Station, Unit No.1 Technical Specification l 3.3.3.3 Action item b and 6.9.2, the following Special Report is submitted for inoperable Seismic Monitoring Instruments. This Technical Specification Action item and Administrative Controls Reporting Requirement requires a Special Report be submitted to the Commission within the next 10 days outlining the cause of the malfunction and the plans for restoring the instrument (s) to operable status with one seismic monitoring l instrument inoperable for more than 30 days. l Description of Event l

l Two condition reports were written on March 12 and March 23, 1999, for issues i pertaining to the Beaver Valley Power Station (BVPS) Unit No. 2 seismic monitoring instruments. These issues ultimately led to the issuance of BVPS Unit No. 2 LER 99-004 on April 12,1999.

I As a result of an extent of condition review from the Unit No. 2 issues, condition reports l were written on March 24 and March 26,1999, for similar issues pertaining to the BVPS l Unit No. I seismic monitoring instruments. As a conservative measure, the affected BVPS Unit I seismic monitoring instruments were declared inoperable when these Unit I condition reports were issued.

At issue were the basis, range and methods of conducting calibration on the seismic monitoring instrumentation in order to show compliance with the plant's Technical Specifications. The BVPS Unit 1 issues were resolved through a station position which
