In accordance with Appendix A, Beaver Valley Technical Specifications, 6.9.2, "Special Reports" and 3.12.1, " Land Use Census," the following Special Report is submitted.

In a comparison of dose calculations required by Tech Spec L.C.O.

3.12.2 Action Statement A, the following was revealed:

The "Offsite Dose Commitment Manual" (ODCM) 1985 total body dose (3.17E-2 mrem) was calculated at 1.1 miles NW.

By using the current land use census, the highest 1985 total body dose (8.0E-2 mrem) was determined to be at a location of 0.62 miles NE.

Even though the land use census identified a location which yielded a dose greater than the value calculated by the ODCM, we do not feel that a change to the ODCM is necessary at this time for the following reasons:

1.

The nearest residence, as identified in the 1985 Land Use Census, has not changed from those identified in previous years.

2.

The elevated plume, as described in the ODCM, touches down at approximately one mile; therefore, a location change from 1.1 miles NW to 0.62 miles NE would result in a lower calculated dose.
