In accordance with Appendix A, Beaver Valley Technical Specification 3.3.3.1, " Radiation Monitoring Instrumentation," the following Special Report is submitted. This report is required when the conditions specified in Technical Specification 3.3.3.1.b are not satisfied.

On 1/9/86 at 0930 hours0.0108 days <br />0.258 hours <br />0.00154 weeks <br />3.53865e-4 months <br />, RM-MS-100A, Main Steam Monitor, was declared out-of-service to perform troubleshooting under Maintenance Surveillance Procedure (MSP) 43.62.

This is nonconservative with respect to Technical Specification 3.3.3.1 and reportable per Technical Specification 3.3.3.1.b.

This channel is one of three that monitors atmospheric steam dump valve and code safety relief valve discharge from the steam generator relief headers.

Alternate preplanned monitoring was available until this channel was returned to service. Investigations indicated a bad discriminator board and a failed detector. Both components were replaced and were considered normal end of life failures. RM-MS-100A was placed back in service on 1/22/86 at 1425 hours0.0165 days <br />0.396 hours <br />0.00236 weeks <br />5.422125e-4 months <br /> after completing MSP 43.62.

There were no safety implications to the public because no high activity releases occurred prior to the channel failure, and alternate preplanned monitoring was available until this channel was returned to service.
