Shippingport, PA 150774004 NDISSI:2102 Beaver Valley Power Station, Unit No.1 Docket No. 50-334, License No. DPR-66 Special Report Revision 1 to NDISS1:2013 Dr. Thomas E. Murley Regional Administrator United States Nuclear Regulatory Commission Region 1 Park Avenue King of Prussia, PA 19406 Centlemen:
In accordance with Appendix A, Beaver Valley Technical Specification, 3.3.3.1, " Radiation Monitoring Instrumentation", the following revision to a Special Report (NDISS1:2013, dated 2/24/84), is submitted.
This report is re-quired when the conditions specified in Technical Specification 3.3.1.1.6 are not satisfied.
On 2/15/84 at 1635 hours0.0189 days
0.454 hours
0.0027 weeks
6.221175e-4 months
, Channels 7 and 9 of the Special Particulate, Iodine, Noble Gas (SPING) Monitor for radiation monitor (RM-VS-110) were de-clared out-of-service due to the constant receipt of high radiation alanns with nonnal activity present.
This is non-conservative with respect to Technical Specification 3.3.3.1 and reportable per Technical Specification 3.3.3.1.b.
These channels provide indication only and nonitor the exhaust effluent activity of the Supplementary Leak Collection and Release System. Alternate preplanned sampling methods are in effect until these channels are returned to service. In-vestigations to detennine the cause of the erroneous signals were conducted, but yielded no detennination of the root cause.
The vendor (Eberline Instrument Corporation) was contacted and was scheduled to visit the site on 3/1/84 to assist in the troubleshooting process and the restoration of these channels.
An Eber-line Instruments Service Engineer was brought in and found problems in the control tenninal's sof tware and the background channel parameter files.
After nanipulation of the bubble memory and re-editing the parameter files, channels 7 and 9 were re-turned to service. Written instructions on the parameter files were left by the Eberline Representative in the event that a future problem arises.
V ry truly yours, NV QCec n.
