Dear Mr. Keppler:

This letter is in response to the inspection conducted by 1983 Messrs. R. D. Lanksbury, G. Wright, and F. A. Maura on December 19, through February 10, 1984 of activities at LaSalle County Station.

Reference (a) indicated that certain activities appeared to be in As noted in Reference (a), with noncompliance with NRC requirements.

Therefore no reply to that item was required. The Commonwealth Edison Company response to the remaining items of the Notice of Violation is provided in the enclosure.

ATTACHMENT Commonwealth Edison Company LaSalle County Station Units 1 and 2 Response to Notice of Violation NONCOMPLIANCE 10 CFR 50, Appendix B, Criterion XI, as implemented by Commonwealth Edison (CECO) Quality Assurance (QA) Manual, Quality Requirement QR No.

11.0, requires that a test program be established to assure that all testing required to demonstrate that structures, systems, and components will perform satisfactorily in service is identified and performed in accordance with written test procedures which incorporate the requirements and acceptance limits contained in applicable design documents.

Contrary to the above, the licensee failed to incorporate into a written test procedure the requirement to verify that all valves that position themselves as the result of an ESF signal will not reposition upon reset of the ESF signal. As a result, not all ESF valves were specifically tested to verify compliance with this requirement until after identification by the NRC.

CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED LST 83-224 (Unit 1) and LST 83-223 (Unit 2) were written to reperform and document the identified testing. The tests were satisfactorily performed on November 13, 1983 for Unit 1 and October 23, 1983 for Unit

2. During the preparation of the test procedures it was noted that certain valves (only valves 2E12-F099A and 2E12-F0998 in Unit 2) could possibly reposition upon a PCIS initiation logic reset. Although this condition had been previously evaluated as not being safety significant, this evaluation was not documented. The control circuits for Unit 2 were modified to eliminate this condition and the two valves retested on February 22, 1984. The Station intends to modify the valves or control circuits in Unit i to eliminate this condition prior to startup following the next refueling outage.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER NONCOMPLIANCE This item was discussed among station testing personnel, with emphasis placed on the importance of ensuring that test results are properly documented.

DATE OF FULL COMPLIANCE Full compliance has been achieved.
