d NRC.Bulletin 88-10 (Reference a) requested that actions be taken to provide reasonable assurance that molded case circuit breakers (HCCB)

J purchased for use in safety-related applications without verifiable traceability to the circuit breaker manufacturer (CBM) perform their safety.

In Reference (b), Commonwealth Edison Company (CECO) reported that

,both units at LaSalle Station had non-traceable MCCBs installed in safety-related applications, and that these breakers would be replaced by traceable breakers.to complete Bulletin Action 5.

For LaSalle Unit 1, an alternative schedule was presented for the' replacement of non-traceable MCCBs. -CECO indicated that breaker replacement

'would be. completed by the end of the second refueling outage beginning after

. March 1, 1989 (presently scheduled for March, 1991).

For LaSalle Unit 2, CECO-indicated that breaker replacement would be completed by the end of the Spring 1990frefueling outage (March, 1990).

_ This letter'provides a status report on the breaker replacements. As

. outlined in the response to NRC Bulletin 88-10, it was estimated that breakers required for replacement on LaSalle Unit 2 could be procured from the i

. manufacturer and installed prior to the startup following the completion-of L

the Spring 1990 Outage.

This estimate was based on the breakers being supplied prior to-the start of the outage.

I Due-to the qualification testing concerns and the unavailabillty of i

. manufacturer supplied breakers, the estimated schedule for LaSalle Unit 2 could not be met.

'A new schedule has been established based on the procurement schedule, information from the suppliers performing the EQ and Seismic testing and input from the. test coordinators. The Breaker replacements for both LaSalle Units 1 and 2 are currently scheduled to be completed.by October 31,

.1990.

Commonwealth Edison's Engineering Department currently has documented justifications for. continued operation valid through April, 1991 for Unit 1 and January, 1992 for Unit 2.
