Dear Sir:

Reference (a) submitted Commonwealth Edison's LaSalle County Station In-service Testing Program Revision 2. The following attachment provides relief request RV-57 for the Emergency Fuel Pool Makeup Crosstive Vent Valves, 1(2) E12-F097. For the reasons given in the request, the necessary testing required by ASME Section XI, 1980 Edition through Winter '80' Addenda, cannot be performed.

Commonwealth Edison requests an expedious review of this request because the Valves 1(2) E12-F097 have been declared inoperable, and will remain so until NRC approval is received. Once approval is received, LaSalle

' Station will revise the inservice testing program to incorporate the relief request. .

AGIE SECTION !! TEST EGulROOT: Stroke Time powe Operated Valves, IW-3413.

BASISFORRELIEF: The seergency fuel pool makeup system provides an seergency source of water to the fuel pool and -

also provides contairment f;ooding water for post-accident recovery. . To prevent inadvertent injection of lake mater into the reactor or spent fuel pool, spool pieces are 1nstalled on the outlet of the seergency makeup pumps for isolation. These spool pieces are located in the D6 1 building and can be installed in case of an accident. The seergency makeup line for containment flooding is connected to the 'B' residual heat removal loop via two nereally closed motor operated Date valves (F093 and F094) and a testable check valve (F089). The F097 is a soleniod operated

,, valve installed in the vent line between the F093 and F094 valves. The valve does not have a control switch and is interlocked with the control switches of the F093 and F094.' .Each control switch has a contact in series with the solenled of the F097 valve, which closes when the associated control switch is.in the closed position. There are no position indicator switches that provide for remote indication of valve position. Therefore, there is no way to stroke time the L valve. Furthermore,thereisnospecificrequiredfunctionalvalteoffull-stroketimeforthe .
