Dear Sirs:

The Merrimac Board of Selectmen is writing to notify you, as agreed at our meeting wi.h Ms. Anne Sales, and David W. Cates of your firm, on June 15th,1983, that more work needs to be done on our draft Emergency Response Plan before we feel we can submit the plan to the federal authorities.

  • At the meeting of June 15, 1983 the changes already completed by yotr firm, of Section I & II, were reviewed. It was agreed that you would be sending us further che,nges within a short period of time. Mr. Cates suggested that it would not .

be necessary for us to list these additional changes here, as he and Ms. Sales made notations of all of them at the meeting.

These changes were largely in sections I and II again, and were primarily minor ones concerning proper titles, changes of key personnel, and the resulting changes in the orgaization of chain of command. As soon as all these changes have been incorporated in the plan and sent to us*we will' review them, just to make sure none were missed. It should be a brief review, ,

as there was agreement, generally, at the June meeting. I*

Of more concern to town officials we,re such issues as the following: -

One of the two hospitals designated in .section two, for treatment of injured or contaminated individuals, is approximately seven

  • miles back toward the Seabrook Plant and within a possibly contaminated area. It wasagreed that this would be researched further by you, and other hospitals in the area would be evaluated to see if they might be qualified and willing to take contaminated $

individuals for treatment. Town officials also feel more specific information is needed for the draft plan concerning the busing

of our school children, if evacuation is required. That is, the L number, and types of vehicles tht.
would be available, and some kind of committment from the bus companies that they would supply f Merrimac schools with transportation in such a worst case incident.

Furthermore, we do not view the instructions in the draft that state that parents not pick up their children at school, as realistic, so plans should include the added confusion of parents arriving at the schools. As was pointed out at the meeting of ,

We understand that much of the above information such as the detailed evacuation plan and more specific information regarding the alerting system is being reviewed by the state and will be sent to us as soon as they have completed their review. '

Once we have received all of the above materials, and changes in the draft plan, we will immediately review all the material and should be ready to submit it in its completed form.,

Merrimac officials are available to help in any way we can if you should need information, or if you would care to me6t with us again.
