Dear Mr. Harrison:
In 1982 the Town of Andover agreed to participate in the development of an evacuation plan for Seabrook. Andover was to program in combination with the Commonwealth of be part of a
Massachusetts and other municipalities in the area. This no longer is the case.
Further, Merrimack College, an important portion of the_Andover response plan, has withdrawn. Andover is municipal corporation operating under the laws and governance a
of the Commonwealth of Massachusetts, whose Governor has announced the impossibility of the overall protection.
Andover cannot stand alone as a
solution to all of Seabrook's safety and evacuation contingencies.
I therefore-request that Andover be withdrawn as a participant at this time and that the Town of Andover not be indicated in future publications outlining your emergency plan, i
