At the deposition of Richard W. Donovan on November 9 and 10, you requested that certain documents referred to in the testimony be produced. At j

this time I am producing the following groups of documents:

The forms on which were recorded the results of interviews verifying the Letters of Agreement.

Correspondence to and from the Federal Emergency Management Agency (FEMA) and the Nuclear Regulatory Comission (NRC) on the participation of the American Red Cross (ARC) in offsite planning.

The letter of February 29, 1988 from Richard W, Donovan to Louis A.

Dumas, ARC Field Service Manager in Boston, and an unsigned letter, which is not on letterhead, bearing the handwritten notation "

Dear Mr. Donovan:

This is in response to your letter of February 29, 1988."

FEMA does not attest to the origin or authenticity of this letter.

Supp. 1, according to whether Mr. Donovan conducted any field verification.

l To paraphrase Mr. Donovan's explanation to me of the mear,ing of the tf le, "P" indicates a revitw of the plan, procedures, and appendices only; "V"

indicates a review of the plan, procedures, and appendices plus field verification.

Field verification is usually accomplished through the exercise of the plan.

However, in this case, Mr. Donovan was also given the task of identifying potenttal impediments to the exe wise itself.

review satisfying FEMA's plan review and evaluation procedures could have been completet without it.

FEMA is not producing at this time the following groups of documents:

The attachments to Exhibit 7, regarding hospita'.s, ambulances, and congregate care centers.

It is our understan6ing that these materials have already been provided by the Applicants.

The FEMA-REP-ll review of public information material performed by Donald Kirwan.

This is a qualitative analysis which does not form the basis of FEMA's judgment as to whether the content called for by NUREG-0654/

FEMA-rep-1, Rev.

1, Supp. 1, appears in the public information materials.

The attachment to Exhibit 16, a letter of July 26, 1988, from Public Service Company of New Hampshire to Richard W. Doncvan.

FEMA no longer has this attachment.

9.

The attachments to Richard W. Donovan's letter of August 26, 1988, to Public Service Company of New Hampshire.

These concern Mr. Donovan's verification of the adequacy of maps from the Reception Centers to the Congregate Care Centers and are germane to the exercise rather than the review and evaluation of the Seabrook Plan for Massachusetts Communities.

We consider the documents which we now produce to contain identifying information encompasr,ed in tha Protective Order entered by the Atouiic Safety and Licensing Board on March 23, 1988, and so copies of these documents are not being provided to the service list.
