Dear Mr. Lomasney:

Re:

Draft - Radiological Emergency Response Plan

. Town of Amesbury, Mass.

I am writing to advise you that the most recentAfter careful review by va Planning for the Town of Amesbury is seriously deficient" Draft" of Emergency i

It Amesbury's needs, and 1 would urge thatis imperative that your firm develop your firm take the necessary steps to assure that a plan is developed that will be deemed accept bl i

viewed the " Draft":

ave re-

1. Emergency Response Organization - this violates the chain of mand that currently exists in the Town under the Charter and would b com-complete reversal of the day to day basis on which the Town currently a

operates.

The Town has full-time management which has not been taken into consideration adequately in the plan.

Es overall command and control is inappropriate. The method of notification and ment of the overall organization, back up personnel and duties is reMore information and E

2. Public Alert System Info - this is very unclear with respect E

type of equipment, location, activation, etc.

3. Radiological Monitoring - it seems inappropriate and raises several

' questions with respect to the personnel involved, training equipment, de-contamination, protective equipment, etc.

The communications section of the draft is weak and is in need of many corrections and more accurate infor-mation to make it more acceptable.

4. Evacuation Information - needs considerable work and additional in-formation in order to demonstrate that a safe (?) and orderly (?) evacuation of the residents is possible. The transportation section lacks essential information. As an example, you indicate the Public k'orks is responsible for transportation and that the Public Health Agent is also responsible for transportation. Am I to asrume that we are to move our hospital patients in dump trucks?

Training will be essential and the plan should contain detailed infor-mation regarding what type of training will be provided, who will receive it, and who will pay for it.

I suspect that by now you get the gist of this letter which is simply this, the Town of Amesbury is not happy with the " Draft", and I as Town Manager feel a responsibility to tell you that it is seriously deficient; and frankly, I would think you would find it embarrassing to have your name on it.

I seriously doubt that you will find that the Town of Amesbury is willing to accept anything less than an accurate, meticulous, well thought out plan which will meet this Town's needs in the event of an emergency at Seabrook.

I sincerely hope you are capable of providing one.

truly yours, 47*
