DOCKET NOS. 50-266 AND 50-301 MODIFICATION TO TECHNICAL SPECIFICATION REQUEST NO. 76 AUXILIARY FEEDWATER SYSTEM OPERABILITY POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On April 27, 1982, Wisconsin Electric Power Company submitted a license amendment application to the NRC to incorporate certain changes into the Point Beach Nuclear Plant Technical Specifications to further define minimum operability requirements for the auxiliary feedwater system. On May 5, 1982, we sent a letter which provided a correction to this license amendment application. Subsequently, we received on May 7, 1982 your letter dated May 3, 1982 which transmitted the Staff's safety and technical evaluations of NUREG-0737, Item II.E.1.2, Auxiliary Feedwater System Automatic Initiation and Flow Indication. This letter concluded that contingent upon completion of the items identified in the safety evaluation, the Staff would consider this item resolved for the Point Beach facility.

Among the items identified in the safety evaluation is a request that the Point Beach Technical Specifications be revised to include periodic testing of the auxiliary feedwater system automatic actuation logic. Accordingly, we proposed to revise Ttem 11 of Technical Specification Table 15.4.1-1 to read as follows:

It is requested that your review of our Technical Specification Change Request No. 76 be modified to include this additional change proposed at your reques*.

Your May 3 letter also requested that we inform you of the schedule for completion of the auxiliary feedwater system modifications identified in the safety evaluation. These modifications are to upgrade flow indication power supplies, to provide a continuous indication in the control room of motor-driven auxiliary feedwater automatic initiation bypass when the main or auxiliary feedwater pump control switches are placed in pull-out position, and to modify the auxiliary feedwater system automatic actuation circuitry to allow periodic testing which will verify proper operation of the relay coil / contact combination used to initiate auxiliary feedwater on steam generator s

low-low level.

The first of these modifications, the upgrade of the auxiliary feedwater flow indication power supply, is dependent upon completion of the instrument bus modification presently underway. As discussed in our April 26, 1982 letter reporting on the status of NUREG-0737 items, the instrument bus modifications, which include new batteries, inverters, and chargers, will not be completed until June 1983.

The other modifications, a switch in pull-out annunciation and actuation test circuitry addition, have not been initiated. We anticipate we shall be able to design, approve, and install these modifications by the end of 1982.

Mr. H. R. Denton June 30, 1982 Accordingly, we also request that the Technical Specification change request modification described earlier in this letter not be made effective until after these modifications have been completed.

As required by the Commission's regulations, we have enclosed three signed originals and 40 copies of this modifica-tion to our application.
