DOCKETS 50-266 AND 50-301 EITliESS-FOR-DUTY PROGEAM POINT BEACH NUCLEAR PLANT. UNITS 1 AND 2 On January 3, 1990, Wisconsin Electric Power Company (WE) implemented its Fitness-for-Duty (FFD) Program in compliance with 10-OFR Part 26, " Fitness-for Duty Programs." During this first semi-annual-period, the program was audited by the WE Nuclear.

Quality Assurance Department with the assistance of consultants from Bensinger, DuPont & Associates. The audit determined that

-the program was being propcrly implemented with'no significant deviations or problems noted.

Two quarterly program review meetings were held. The participants were the key personnel, involved in tne implementation of the program. .These persons reviewed-interim data,. measures of program effectivenessi audit findings, and written procedures. Some recommendations for procedural revisions were acted upon.

. Management took action to deny unescorted access authorization to one. contractor employee who failed a-pre-access test. The unescorted access authorization of a-second. contractor employee was reinstated. This individual, who had been denied access on October 15, 1987 following a failed pre-access test, successfully y completed e egimen of follow-up testing and out-patient therapy.

. Analysis'of the data' collected on the standard form, copy j attached, indicates that the work force employed at Point Beach Nuclear Plant is: virtually. drug and alcohol free. There are no program weaknesses requiring action.
