Dear Mr. Djer:

Enclosed is a copy of the Final Exercise Report for the Biennial Radiological Emergency Preparedness (AEP) Exercise conducted on November 3.1998 for the Point Beach Power Plant.

The February 12,1999 letter from Mr. Garrett Nielsen adequately addassed the planning issues that wew identified for the State of Wisconsin.

State and local organizations, except where noted in the report, demonstrated knowledge of their emergency response plans and satisfactorily implemented them. There was one Deficiency identified for Manitowoc County. However, the county corrected it immediately after the exercise as outlined in the final exercise report.

Based on the results of the November 3,1998 exercise, the offsite radiological emergency response plans and preparedness for the State of Wisconsin, Manitowoc and Kewaunee Counties, site-specific to the Point Beach Power Plant can be imp!emented. These plans are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of Wisconsin, site-specific to the Point Beach Power Plant, granted on March 9,1987 remains in effect.

Copics of the report were also sent to the Nuclear Regulatory Commission (NRC) National Office, the Federal Emergency Management Agency (FEMA) National Office and the State of Wisconsin.
