APPENDIX A NOTICE OF VIOLATION Duke Power Company Docket No. 50-269 Oconee License No. DPR-38 As a result of the inspection conducted on June 28 - July 1,1983, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violation was identified.

10 CFR 50, Appendix B Criterion V as implemented by Topical Report Duke-1-A, Section 17.1.5 requires in part that activities affecting quality shall be accomplished in accordance with requirements imposed by instructions, procedures and drawings.

Weld procedure specification L-231 requires that welds be made with type 308 stainless steel filler metal.

Contrary to the above, on June 30, 1982, procedure requirements were being violated in that 316 stainless steel filler metal was used to fabricate welds on the letdown coolers of Unit-1.

~This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanatior ;n reply, including:

(1) admission or denial of the alleged viola-tions; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
