APPENDIX A NOTICE OF VIOLATION Duke Power Company Docket dos. 50-269,.50-270 & 50-287 Oconee 1, 2 and 3 License Nos. DPR-38, DPR-47 & DPR-55 As a result of the inspection conducted on May 10-14, 1982, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violation was identified.

Technical Specification 6.4.1.g, requires the station shall be operated and maintained in accordance with 3pproved Radiation Control Procedures.

Station Directive 3.8.2.3, " Health Physics High Radiation Door Tour" 12/6/79, Section 1.1, states all high radiation area doors are securely locked or guarded at all times except for entry and exit.

Contrary to the above, on May 13, 1982, the door providing access to high radiation areas in Room 304 (Radwaste Compacting Area) elevation 796 was found unlocked. Positive access control over each individual entry into the room was not in effect.

This is a Severity Level V Violation (Supplement E.2).

Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of ~ this Notice, a written statement or explanation in reply, including: (1) admission or denial of _ the alleged viola-tion; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved: (4) corrective steps which will

'be taken to avoid further violations; and (5) the date when full compliance will

be achieved. Consideration may be given to extending your response time for good-cause shown.
