APPENDIX A NOTICE OF VIOLATION Duke Power Company Docket No. 50-270 Oconee 2.
License Hos. DPR-47 As a result of the inspection conducted on January 10 - February 10, 1982 and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),
the following violation was identified.
Technical Specification 3.8.6 requires that during the handling of irradiated fuel in the reactor building at least one door on the personnel and emergency tiatches shall be closed.
The equipment hatch shall be in place with a minimum of four bolts securing the cover to the sealing surface.
Contrary to the above, on January 17, 1982 for a period of 14 hours1.62037e-4 days <br />0.00389 hours <br />2.314815e-5 weeks <br />5.327e-6 months <br />, fuel handling transpired on Oconee Unit 2 with the equipment hatch unsecured.
Bolts had been installed but a gap existed between the hatch and sealing surface.
This is a Severity Level V Violation (Supplement I.E.).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged viola-tion; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
