APPENDIX A NOTICE OF VIOLATION Duke Power Company License No. DPR-38 Oconee Unit 1,50-269 Based on the NRC inspection July 1, through July 31,19F0, certain of your activities were apparently not conducted in full c ompliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated Decembe: 31, 1974.
A.
As required by 10 CFR 50, Appendix B, Criterd i VIII and as Lnplemented in Section 17.2.8 of Duke Topical Report lA, Quality Assurance Program, measures to maintain material traceability and accountability shall be utilized.
Contrary to the above, accountability and traceability of material was not maintained on material used in the performance of work documented by station work request 48231 (specifically bolting material used in mechanical joints o.' an instrument manifold root valve on RCP 1A2).
This is an inf raction and applies to Unit One.
4 B.
Technical Specification 6.4.1 requires the station be operated and maintained in accordance with current, written, approved procedures containing appropriate check-off lists and instructions.
Contrary to the above, on July 21, 1980, licensee personnel performed radioactive waste maintenance functions without utilizing procedure MP/0/B/1600/12 which led to a spill of radioactive material.

This is an infraction and applies to Unit One.
