In response to your letter dated July 27, 1983 which transmitted the subject Inspection Report, the attached response to the cited item of noncompliance is provided.

'a ,w Violation 10 CRF 50, Appendix B Criterion V as Laplemented by Topical Rport Duke-1-A, Section 17.1.5 requires in part that activities affecting quality shall be accomplished in accordance with requirements imposed by instructions, procedures and drawings.

Weld procedure specification L-231 requires that welds be made with type 308 stainless steel filler metal.

Contrary to the above, on June 30, 1982, procedure requirements were being violated in that 316 stainless steel filler metal was used to fabricate welds on the letdown coolers of Unit 1.

This is a Severity Level IV Violation (Supplement 1).

Response

1) Admission or denial of the alleged violation:

This violation is correct as stated.

2) Reasons for the violation:

The violation was due to personnel error on the part of the craf t supervisor in charge of the welding job. This supervisor authorized 4 the welder to use a filler material not specified in the welding procedure without processing an approval procedure revision.

. 3) Corrective actions taken and results:

Since the weld filler material used was technically _ acceptable, the ,

welding was not redone. The Quality Assurance Department documented and accepted these welds through processing of a Nonconforming Item Report- .

The welder and craft supervisor were counselled by their management on the importance of following procedures as written.

4) Corrective actions to be taken to avoid futher violations:

Thio incident will be discussed in a training program on the Oconee Welding Program give to appropriate maintenance personnel. The craft supervisor involved in this violation will attend this training.

5) Date when full compliance will be achieved:

The training noted in (4) above will be completed by August 29, 1983.
